This is a street corner not far from where we live. You see this all the time. I couldn't help but take a picture while I was waiting to cross the street. The little girl sandwiched in the middle is probably 18 months old. The mom is wearing a "helmet" that looks more like a souvenir cap you get when your one of the first 10,000 fans to show up at a baseball game. Implementing stricter safety laws just wouldn't be practical here (yet). Sometimes you gotta do what you can in order to get from place to place. Even when the risk seems too high.
