First time I've ever seen passengers on top of a Jeepney. There are no seats up there so it's probably not the safest idea. But with all the late afternoon traffic we weren't traveling very fast. I've seen signs on Jeepneys saying "Maximum Capacity 20 persons" but this one has at least 8 more than that.
